Director and Chief Notary to Government

Dr Keith Francis German joined the Public Service as a Notary with the Joint Office Department in January 2000. He served for 4 years as Secretary to the Control Committee set up by the Church-State Agreement. Between 2006 and 2009 he also served as a Notary within the Government Property Division (Lands Department).
In 2010 Dr. German was appointed as Director and Land Registrar. During this term he also headed the Searches Unit at the Public Registry.
In 2014 he was appointed as Director and Chief Notary to Government at the Office of the Notary to Government. During this period he also served as Project Leader in an EU-funded project to rehabilitate the Secondary Notarial Archives at St. Christopher Street Valletta. The project was inaugurated in 2023.
He was also part of another EU-funded project that led to the beginning of the digitization and online process of contracts, which project is still ongoing.
Dr German introduced the revocation of mandates which introduced a seamless process and reduced high costs to customers.
During 2022, his Department achieved the prestigious Quality Award Label.
As Chief Notary to Government, he is part of the Notarial Warrant Examining Board.
Dr German graduated from the University of Malta in Bachelor of Arts in Legal and Humanistic Studies, followed by the Diploma in Notary Public, Diploma in Canon Law, Degree in Doctor of Laws, Masters in Public Policy and Magister Juris in International Law.
He is married to Suzanne German and has two children.
